Short Description: H-Stab Skin prep

Cut bend tabs off of the H-Stab skins. Riveted inspection hole rings to the skins. Cleco'd skins to H-Stab frame. Removed any twist and match-drilled one side of the spars. Flipped it over to get ready to match-drill the spars on the other side from #40 to #30 next time.
