Brief Description: Lay out holes for aileron tube

Layed out hole location to drill for aileron tube mounitng bracket. Also added 3 BID to the aft side of the bulkhead supports - manual was very unclear about this, but I figured it was easy and light, so I added the BIDs to each side.

Couple of measurement iterations..red line wins
