Test Fit the Rudder to the Empennage after polishing the rudder. From the alignment of the top Vertical Stabilizer cap and the top cap of the rudder, it's apparent that rudder needs to be adjusted to better align the top caps. This will also increase the gap between the VS cap and the Rudder cap.
