I did manage to drill the Right Flap Fairing in such a way as to cause it to bulge on the bottom. I redrilled the holes correctly using a larger #30 drill and I'll rivet this part using Oops rivets and a backing piece of aluminum. Now both fairings fit well to the flap and fuselage.
