So, this hole in the leading edge has to be enlarged for the tiedown bolt. I first drew an X on the pilot hole so durring the enlarging and at the end I can see how much difference there is between the Vans pilot hole and the final hole.
I enlarged it in increments using about 7 bits. The largest was 13/64". After that I put it back on the main spar and checked how centered it was. Well, not centered at all. I used a small drum sander to center it up and to enlarge it to the final size of 0.5". You may say "oh know, that's way over size". Well, yes it is a bit big. I read many fourm entries and I'll use a short 0.5" OD plastic bushing that fits over the diedown threads and inside the 0.5" hole. I'll screw the tiedowns in only when I need them. I'll find a 0.5" plug later to plug the hole when not in use.
