Seventh, drill outboard end Z brackets inserting clecoes as you go. Now the tank baffel is fixed at each end.
Eighth, back drill throuth the tank baffel web throuth the remaining Z brackets.
Now the tank has a defined place to live and this procedure has assured that the tank skin will align perfectly the the leading edge skin and main skins.
