Sanding back the delam paint edges resulted in being able to feather the edges, meaning the boundry of the delam is finite. Because the delam is limited to a specific area rather than a specific piece of metal, it's suspected that this rear quarter of the fuse got missed from being wiped down with solvent cleaner just before the primer went on.

John & I were both wiping all the parts to be painted that day and John started painting while I continued to wipe down. We didn't keep tabs on who wiped which parts and it was easy to get distracted when the painting started. I had been working on the fuse and there was a noticable film of "overspray dust" on it when I was wiping it down. Everything is pointing toward this being a localized issue as a result of this rear quarter being missed, having 2 days worth of overspray 'dust" collected on it.

John plans to sand with 220 grit paper to ensure edge adhesion, then reprime the failed area, and repaint.
