Getting the wing nut rivet holes counter sunk is a task. The plate thickness is less then the flush rivet head height, thus a second plate is needed to guide the counter sink pilot.

I clamped the sender plate on top of another scrape plate and then drilled the wing nut rivet holes to #40. Then use the counter sink. The resulting hole diameter on the sender plate is larger then rivet shank and counter sink pilot. If you don't counter sink these thin holes in this way you will get chatter from the counter sink.
