These hinge tools from Avery are great for getting the AN3 bolts in hinges. It ships with 2 arms and 6 angled AN3 pins. I cut these a bit shorter to get into the Vertical Stabilizer hinges.
The forceps are good as well. Not shown here, but I wrapped the ends with duct tape to not mar the bolt shaft.
