Drilled hole in first rudder horn. Mounted elevators. Adjusted counterblance weight until each hung level w/ 1 oz of weight on trailing edges for paint allowance. Clamped counterbalance arms flush with HS, then using a 1X2 piece of pre-drilled pine for jig, match drilled elevator horns. Installed elevator push-tube and set correct length.
