This is just a little extra layup NOT in the plans.
Its just two plys of BID 2.2" X 1". As you can see in pic 3 its layed up to connect the floor to the bulkhead. Its on the suggestion of another builder who is a Boeing guy.
I can see the floor isn't really tied into the structure in this area so these tapes just make sense. Especially as there is a big hole in the floor for the front wheel here.
