Brief Description:  Wheelpant mount bolt/washers and aft fuse stiffene

Wheelpant mounts had oversized spacers which necessitated removing the mounting bolts and adding 4L washers in place of the regular thickness to ensure that enough threads were showing out of the nut. Also added stiffeners to the last bay of the tailcone. Some are reporting oil canning of that aft bay especially after hard tail landings. The RV-6 had this in the design and the -7 does not. The RV-6 upper stiffener went all the way back. Duplicated this as best as possible after reviewing Tech Counselor discussions on Vans Air Force. Easy mod to do now, much harder after all is installed and flying. So elected to do this simple mod now. The gray stiffener was the one added. You can just make out where the upper stiffener ends at the next station - this was continued on the 6 all the way aft and it had a smaller access panel. It actually made a notable difference in the stiffness of this section. Note that this must tie into the bulkheads both fore and aft and that to do that you either need to make a spacer (I did that here) to accomodate the thicknesses - or you could joggle it. A spacer is easier - and stiffer due to the thickness.
