I had difficulty finding any reference to exact height to set the vertical stabilizer. Finally, I found a reference in the plans that gave a measurement from the lower rear edge of the vertical stabilizer skin, down to the top of the rear deck. 4 7/8 inches. I'm going with that. The vertical stabilizer has now lowered to what looks acceptable, even at the lower front. I can now install the connector plate after positioning and measuring the vertical's distance to each side of the horizontal plus putting a laser on it from the front to ensure its in the right position.
