Drawing specifies a 7/16" hole for the grommet but this would be much too large, allowing grommet to slip through. Turns out that 5/16" is the optimum size for installation and wire pass-thru.
Located center of hole at 25mm from rib rivet line and 30mm down from elevator top edge.
Belton cable fit snugly in I.D. with very little play between O.D. and hole.
