I went ahead and drilled out the -7 rivets in the Rudder horn assembly. Shaved off 1/32" from the -8's and riveted the horn to the spar. I am much happier with the results of the -8's.
Riveted the re-enforcement plates and the rivnuts. Riveted the counter weight skin and installed the counter weight
