I'm not sure why the skin isn't pre-punched for the fuel drain but thank goodness the drain itself is pre-punched and already countersunk. It would be nearly impossible for me to countersink the flange on the drain given how close these rivet holes are to the center section. I centered the fuel drain over the large hole in the skin, clamped it in place, and then drilled the skin using the holes in the drain as a guide. Next up was the fuel cap flange. This was difficult to position correctly on the contour of the skin, just like it was for the left tank. After fiddling with it for a while and trying to align the bends in the flange with profile of the skin, I finally chose the best fit, clamped the flange in place, and then used the holes in the skin as a guide for drilling the flange, which was exactly the opposite for the fuel drain. Oh well....Once the fuel cap flange was drilled, I countersunk all of the holes for the dimples that will be formed in the skin.
