Brief Description:  Set Nose Wheel Break-Out Force; Cotter Pin

I purchased a spring loaded fish scale from Dick's Sporting Goods, tied some safety wire around each side of the nose wheel axle, and used the scale to set 22lbs of break-out force on each side. This was a very iterative process of tightening the 1-1/2" nut, moving the nose wheel from stop to stop several times, then testing the break-out force until it was correct on both sides.

Once I had the break-out force set I drilled the nose gear leg and installed the cotter pin. Unlike the mains, I was able to keep everything installed and use the slots in the castor nut to drill the 1/8" hole for the cotter pin.
