I drilled out the lower hinge and riveted it to the exterior of the toolbox, where it should have been installed. I misread the instructions for that part. I also discovered that I had riveted the latch upside-down, so I drilled out the two rivets and reriveted them for the proper orientation of the latch. I then located the top latch and drilled and riveted it in place.
The toolbox is now complete! It took me about 4 1/2 hours to put the box together and correct a few stupid mistakes.
