The horizontal and vertical stabilizers were bolted to the fuselage. The elevators were temporarily attached to the horizontal stab. Both elevators are trailing-edge heavy and they should be the opposite. It is probably because of the amount of paint. I talked with Joe Blank-Van's who suggested to get lead shot and epoxy it around the lead weights on the elevator horns.
