Spent some quality time with my VS tonight. It was way overdue. In fact, I abandoned it months ago in some frustration of the work on the fwd spar alignment with the HS fwd spar. At the time I thought that the VS was aligned sufficiently to move ahead on drilling the F-681 to the VS fwd spar. Although it was never riveted, it was a 'step too far'. The VS fwd spar was still a little too long and the result was poor alignment of the hinge brackets for the rudder.
After re-organizing the garage, the working space is more conducive to a careful re-evaluation of the alignment issues. The fwd spar was too long, by 0.3 inches. I clamped and measured the heck out the alignment then double checked before trimming it down. Because of the previous set of holes for the F-681, it meant that the spar would be very 'holey' after drilling a new set. Started with a fresh new F-681 and used a portion of the old F-681 as a backing-plate.
Fabricated, drilled, deburred, and primed everything. Then went to bed and will recheck it all tomorrow.
