In order to rivet the baggage door inner skin you have to rivet from the inside while the door is in place. This ensures the door is locked into final form with the inner skin and rivets. With just the outer skin the door is plyable or flexible. The straps help to hold the door while it is riveted from the inside. Since I have a rotisserie I was able to rotate the fuselage upside down and kneel on the floor while riveting from the inside with blind rivets. Without the rotisserie I would be crawling into the fuselage to on my back to accomplish this. The rudder pedals would have to come out to do this.
