Brief Description: Bolting up canopy hinge brackets

Have tried to find a counterbore or spotface tool called out in the plans, but I just can't seem to find them here, so tried some alternatives. First I made a guage to show when the counterboring is at the right finished depth, and regularly checked whilst boring.
Tried welding a 3/16" guide rod to a 17mm spade bit. This cut 30% of a hole well, then failed.
Welded some 3/16" tube to a 19mm space bit, with a bit more welding surface, then ground it down to 17mm. This finished the first hole and 1.5 more until it failed also.
I set a 3/16" rod off center in a 10mm hole saw and that worked for 0.5 holes, then started making a mess, then failed.
I tried making a counterbore from an old counter sink, with a 3/16" stuck in a socket in the middle, and that cut one hole nicely, but needed sharpening 3 times to do it.
