Brief Description:  finalize solution to control hangup on elevator

One of the reasons I had to remove and reinstall the horizontal stabilizer so many times was that I ran into some interference between the elevator control push-pull tube and the aft edge of the horizontal stabilizer spar. This was caused by the head of one of the cross-bolts that holds the threaded fitting for the rod end bearing inside the tube. That bold head was popping up and latching itself behind the spar cap, resulting in the elevator being locked in the full upward deflection position. Not good. I swapped out that bolt with a countersunk screw, so the surface of the control rod is almost perfectly smooth now. And I also added an 0.040 skid plate over that part of the spar cap, so that if the control rod ever contacts the spar, it won't have a vertical hard surface to catch on, it will just have a very gentle ramp to ride up and down, and I will be able to check that skid plate on every pre-flight inspection to see if it shows any wear.
