Moment of truth. I reassembled the elevator on the horizontal stab to get an accurate amount of weight that I need to add. I made sure the hinges were free of drag with a bit of lubricant. The magic number is 10.5 oz. That balances the surface just right. The left elevator needs a bit less. I am balancing them independently.
