When trying to mount the flaps we first installed the bolts into the two outside brackets, but when trying to push the bolt into the middle bracket it would not go in. I removed the bolt from the outboard bracket installed it into the middle bracket then the outboard bracket bolt slid in with slight coaxing. Since this worked we used the same procedure on both wings. It looks there is a slight misalignment of the quick built parts. I will call VANS for advice.
