Layed out hole location on lower horn at the specified location relative to the hinge center line and found the center to be <10mm from edge of horn. So, fab'd a new horn which I did not trim down to final shape until after clecoing to elevator and drawing out profile based on cable hole center.
Clecoed both horns to doubler and standard "L" angles next to doubler. Located all holes along the horizontal center channel.
