I used the pnuematic squeezer to dimple both rudder skins to all spar, rib, and counterbalance skin attach points. I also drilled the three aftmost rudder tip attach holes on each skin to #30, deburred and dimpled them. Once the dimpling was complete I primed the rivet lines with NAPA 7220.
