After, dis-assembly and deburring, I re installed frame with skin on fuselage and when I was happy with fit I drilled the splice plate. Not shown is I drilled the splice fit holes on the bench and even drilled one side to the frame rib. I drilled only the other side in assembly. I used #40. Later these get enlarged to #30. I clamped it and kept things square and I didn't really see any impact on how frame fit on fuselage.

I also made marks on the hinge and hinge rod so I could predict where the holes will eventually go and they looked okay.

I used a couple long clamps to pull the frame close to the fwd skin. Remember the .020 shims are in there.

I ended up having to drill out my splice plate and bowing up the two halves of the frame in order to lift the skin, so the frame skin doesn't hit the fwd skin upon opening. You want the frame skin to be just very slightly higher than the fwd skin when closed. I had them flush, or even lower and they hit with a lot of interference.
