After removing 60 rivets to open up the skin, I then drilled out the universal rivets in the platenuts and doubler. I re-revited them inside the elevator on the aft side of the spar where they are suppose to be. Everything worked great. I blew out all the chips and shavings and checked my RTV which had dried to a rubbery feel and seemed to be doing the job of holding stiffeners together.
