Discovered a discrepency in the instructions last night. Two steps state match drill some of the ribs to the forward spar to #40, which is equivilent to a -3 rivet. They also reference Section D-D. Section D-D on the plans clearly shows all rivets to be -4 rivets. In fact, every rivet in the forward spar is a -4, and the rivets in question are attached (along with many others) to the HS-00001 spar doubler. The spar doubler is a result of a service bulletin from Van's regarding cracks in the forward spar. Not a place where you want smaller rivets. It being a long 4th of July weekend, I see no good options to call anyone. Based on the plans and the reasons above, I'm going with match drilling to #30 and -4 rivets.
Man I love that I can order from Cleaveland Tool, and I usually get it the next day. Just luck of location, but it is sooo nice. The 12" drill bit came today, and I knocked out the aforementioned holes.
