Drilled the elevator weldments for the pivot bolt in the center of the horizontal stabilizer. It required making a bushing that would protect the bearing from the drill bit and thereby pilot hole the weldment in the precise location. Once the pilot hole was drilled I removed the elevator (the right one in this case), drill it out to 15/64" and then ream to 1/4". Then I put the left elevator onto the horizontal stabilizer temporarily and repeat the process. Again I should have done this when I built the empennage, but now it's done and I can move on.
Note: I made the bushing from aluminum fuel line that is supplied with the kit. I carefully cut a small piece (1") as not to deform the ends. I had to mill it down with the fiber 3M wheel to get it to slide into the bearing bolt hole. Then I used the largest drill bit that matched the I.D. of the bushing to drill the pilot hole.

Here you can see the pilot hole drilled - it's close to the torque tube but there's room for the bolt.
