I cut the hole in the wing today, what seemed to work the best was the dremel with a thin cutting wheel and hold the tool at an angle and do a little bit at a time. I got a little too close to my line in a few places so I'm not 100% happy with the hole but it is what it is. I did the last bit with a sanding drum on the dremel and that worked really well...I would have stayed further away from the line with the cutting wheel had I known the sanding drum would make such short work of it. I attached the cover plate to the access hole ring and set it in the hole and made sure it was lined up perfectly and perpendicular to the wing rib. I drilled and countersunk the holes with my pneumatic rivet squeezer (love that tool) and also used the squeezer to flush mount the 3/32 solid rivets. I also countersunk the holes in the cover plate and used 6/32 stainless steel flush screws for a nice look.

I think I'll also add two L stiffeners on the two sides that don't have the rib or the spar for support. I'm going to wait to rivet the mast into position as it would just be in the way until I finish riveting the wing.
