Before I drill the horns, I wanted to make sure the trailing edge of each elevator matched up. I had clamped the elevators so they matched up to the horizontal stabilizer, but it was hard to tell how closely the elevators matched up.
I clamped a angle iron to each elevator on the outboard side. Then, I ran a string between the two, pulling it tightly. Wow, it lines up almost perfectly. Thank goodness for pre-drilled parts!
