Bought the 3/8" tap and tap wrench today and tapped out the hole in teh W-731 tiedown bar. Rubbed down the W-731 and the W-726 spacers with 400 grit wet 'n' dry paper to a smooth finish. Cleaned in degreaser solution and then alodined. I know it isn't technically necessary when using an etch primer, but it only takes an extra few minutes and gives peace of mind. Dried off and then rattle can etch primed. Will let it dry tonight and aim to install onto spar tomorrow.
