I previously ordered the parts from Vans for Service Bulletin 16-03-28. This service bulletin affects all the Vans models except for the RV-12. This SB is for cracking of wing aft spar web at the inboard aileron hinge bracket rivets. I still haven’t decided whether I will complete the modifications for this SB. If I choose not to install the modifications for this SB, then I can still comply with it by inspecting the area for cracks at every annual condition inspection until and if cracks appear, and then I would have to perform the modifications. It will be more difficult to do the mods with the bottom skin riveted on, so that is why I am contemplating it before the wing is closed out.

I walked thru both the physical and mental steps and wanted to determine what kind of access I would have for drilling out rivets as well as driving/bucking the rivets. There are only 8 rivets on each wing that are removed and two doublers get added to beef up the structure to eliminate the cracks. The reason for doing it now is that if needed, it only gets harder to perform the mods. The reason not to do it now is, it might not ever need to be done AND If it’s not done properly, it can ruin the wing - so I am approaching this with extreme caution.

I determined that I will need to hand drill the rivets and hand drive them too (except one). So I practiced drilling out and setting rivets with the same tools I would need to use for real. I had two different blanks, the first was 4 sheets that I riveted together and drilled apart, and the other was more true to form with an angle and two sheets – that one was only 3 holes, but I set and drilled the same three holes, 3 times.
