Still needed to install the nut plates to be able to install he tank cover plates. Installed cover plate and backing plate on a piece of wood with the nut plates and then drilled the nut plates for the rivets. i used regular countersunk AN ivets with my rivet squeezer. orked swell. Next I match drilled the tanks to the plate and installed the plates using my socket headscrews with o-ring seals.
