Spent a few minutes with the plans and manuals on the sequence of drilling the elevator horns.
Determined that the RT elevator is the 'most AFT' and that there is no 'mandatory prerequisite' to drilling the 3/16" hole, located up 3/8" and back 3/8". The 2nd horn really needs to wait for the bolt to be inserted in the bearing to remove ALL freeplay in the elevators. Therefore, I'll have to get a "drill bushing" and get that hole aligned and drilled before going on.
