Brief Description:  Cleaning, priming, final assembly of right elevato

Dimpled all applicable rivet holes for all parts in right elevator assembly. Used Alumiprep-33 and Alodin baths to clean and prime all parts of the right elevator substructure. Riveted E-703 to E-704 using AN470 4-4 rivets with the manufactured heads facing outboard. Riveted E-610PP, E-611PP, E-00001A, E-00001B and platenuts to the E-702 right spar using AN470 4- 5, 6 and 7 rivets with the manufactured heads facing forward. Noticed a gap between the outboard E-00001 doubler and the spar. Used a hand file to increase the radius of the doubler until it fit flush, then used a can of yellow zinc chromate spray to re-prime the scuffed area before completing the riveting. RivetedE-709 to E-702 with AN426 3-3.5 rivets with the flush heads facing forward. The top two rivets did not sit completely flush with the spar, so I carefully drilled them out and used the speed debur tool to slightly widen / deepen the countersink in the spar. Then reinstalled the rivets. Riveted the WD-605-1-R control horn to the E-702/E-709 assembly using AN470 4-4 rivets with the manufactured heads facing forward on the E-702 spar and inboard on the E-709 root rib. Riveted the E-703/E704 assembly to the other end of the E-702 right spar using AN470 4-4 rivets with the manufactured heads facing outboard in the E-703 and forward in the E-702. Riveted the two inner and aft rivets holes for E-713 on both sides where it connects with E-701-R skin. Partially installed the E-714 lead counter weight with the screws partially in place. Installed the right substructure into the right skin and fully cleco'd the bottom side of the skin to the structure. Then I flipped the elevator assembly over and added a "dallop" of RTV to the trailing ends of the stiffeners to connect the bottom and top stiffeners together. This helps reduce trailing end cracking due to flexing in the skin during flight. Completed cleco'ing the elevator together and started final riveting of the skin to the substructure with AN426 3-3.5 rivets where called out on the engi
