Went through several more iterations of adjusting the rudder. This technique was working to change the rudder throw and reduce the right side without the shim. Got the right side to correct 1 1/8 gap but left side gap was now too big. Began filing the end of the rudder stop to adjust left side gap. Filing was going slow so I used the dremel and sanding drum to speed things up. Went too far in a blink.
