We riveted the rudder skins to the rudder counterbalance rib, then we attached the rudder counterweight to the counterbalance rib using the hardware called out on page 7-11. The MS21042-3 self-locking nuts were a royal pain to rachet down tight but I finally got them both tightened.
We then riveted the rudder skins to the spar.
This just about completes all the riveting to be done on the rudder assembly.
