Brief Description: Finished most of service bulletin

I reattached the cable attach brackets, torqued the bolts (25 inch pounds) and then riveted the attached doublers to the spar assembly. The rest of the service bulletin describes remounting the stabilator to the tailcone assembly and I'll do that later.
