The elevator tips were trimmed and fitted over the lead counterweights. A potential problem is that the elevators can't be balanced until installed and if they are too light there isn't any easy way to add weight. To cover this possibility I added a couple nutplates on the inside of the outboard rib where additional weight could be added if needed.
The weight could be an appropriately sized plate of lead or perhaps steel. Maybe it won't be needed but the capability is there if required.
