I clecoed the parts; R-405PP, Rudder Control Horn, R-717, shim that I made, R-704 bottom rib, R-606PP spar reinforcement plate and R-802PP spar all together and then matched drilled all the holes to a #30.
The other part you have to fabricate is two rudder bottom attach strips, R-716. The plans give you a detail for this along with the R-717 shim with is very easy to make. Once made, the two pieces get clapped to the rudder bottom rib and then matched drilled to a #40.
The rudder skeleton is all clecoed together. Waiting for the new R-710.
