So I proceeded with each rib trying to do the logical set of steps for each. All of four of the access/inboard ribs have the internal lightening hole enlarged by drilling a 1.5" hole and then connecting it. I drew lines and then used the tin snips to make the cut.
I also final drilled the nut plate holes, deburred, and then dimpled.
