First I fit the right side elevator by cutting the leading edge tube to the correct length then tacked the horn at 30 degrees elevator up and then welded the horn on. After welding the horn it wasn't flat anymore to match the other side. I clamped a piece of angle steel to the horn and heated the side. That straightened it out. For the left side when I was welding it I clamped the angle steel on while welding the horn angle side to the tube and that kept it straight.
With both sides of the elevator fit I tack welded the locking rings in place and tacked a tube aft of the elevator horn to set a max of 20 degrees elevator down.
