Finally realized a simple tool, "duckbill pliers" was the simple solution.
Straigtened the bottom lip out. Rebent with the duckfill pliers. Back and forth, left hand holding pliers, right hand pushing with a block of wood (couldn't take a photo, both hands in use) gave a much better edge.
There is a small gap (1/64th of inch) at the top corners, but will be filled.
Drilled and cleco'd for now. 11 up front (2" spacing) 7 in the rear (3" spacing). For drilling stainless steel a new #40 drill bit and a slow drill (electric) works best. Air drill is just too fast here.
