Tape the edge of the skin to 1" steel pipe. Use vise grips clamped to the pipe to roll the skin around the pipe. Finish the bend by hand squeezing the skin untill the holes match. Drill the holes full size, deburr, and rivet with blind rivets as per plan. I did this for each skin segment from top to bottom. Rudder is finished.
