I solved the handle looseness by picking out a slightly larger diameter bolt from the inventory on bolts. After drilling all the holes, installing the platenuts I primed the bracket. The pictures of the finished assembly is shown on the pictures below. After installing the assembly and checking the fit I disassembled the device and painted it with some white paint I had in the shop.
