Thanks to the Doug and Randy at the Dixie Wing of the CAF. The left elevator horn hole was TIG welded shut (as per Van's Aircraft recommendation).
Reinstalled elevator and hardware. Fabricated a two drill guides with a drill press. Carefully clamped horns together and checked horn alignment with fairing tip.
