I counter sunk the holes on the plastic tip. Then I pondered if I needed aluminum strap the length of the rudder to hold the rivets. I decided to use aluminum strips instead of full length strap.
I made a pile of strips. Drilled them. I glued them on with epoxy glue and clecoes to hold them in place while the expoxy set.
